Plinston is an out-of-town retail park located adjacent to industrial units and other retail parks. While other nearby sites were already operating ANPR maximum stay systems, Plinston had no parking control measures in place.
Illicit parkers were taking advantage of the free parking, which impacted on the number of spaces available for genuine customers looking to shop at the retail units. As a result, retailers were concerned about dropping footfall numbers. The car park was also attracting unwanted attention in the evenings.

Outcome:
The new ANPR system increased vehicle movements through the car park and more spaces were made available for customers looking to shop at the retail units. Thanks to Parking Charge Notice (PCN) management, drivers who had been abusing the car park were forced to find alternative parking arrangements.
The car park benefited from a reduction in litter, as well as improved safety in the evenings and overnight.
